8 pots of 8 teams, sorted by rank. Pots 1–4 draw one team each into Groups A–H; pots 5–8 draw one team each into Groups I–P — the standard "one team per pot per group" World Cup draw.

Phase 2 — Group Draw

Pots — A Division (Groups A–H)

Pot 1 is the top 8 ranked teams eligible for the top division, down to Pot 4.

Pots — B Division (Groups I–P)

Pot 5 is the top 8 ranked teams eligible for the second division, down to Pot 8.
